Oba 1:15 For the day of the LORD is near upon all the heathen: as thou hast done, it shall be done unto thee: thy reward shall return upon thine own head.
The day of the Lord is UPON ALL THE HEATHEN, and at that time, Israel gets her reward (punishment) returned upon her own head.
Oba 1:16 For as ye have drunk upon my holy mountain, so shall all the heathen drink continually, yea, they shall drink, and they shall swallow down, and they shall be as though they had not been.
Just as Israel HAS DRUNK (past) on God's holy mountain (Mount Zion - figurative not the literal mountain), when the day of the Lord comes, the heathen WILL drink continually (forever) and the heathen shall be as though they had not been. They become God's people when before that, they were not a people.
Oba 1:17 But upon mount Zion shall be deliverance, and there shall be holiness; and the house of Jacob shall possess their possessions.
Upon mount Zion there will be deliverance (Christ) and the house of Jacob (saved Jews) will receive their inheritance (Christ).
The timing of the day of the Lord can be found by answering the following questions.

When did the heathen become God's people?
When did deliverance come to Mount Zion?
