Till I come, give attendance to reading, to exhortation, to doctrine. Neglect not the gift that is in thee, which was given thee by prophecy, with the laying on of the hands of the presbytery. Meditate upon these things; give thyself wholly to them; that thy profiting may appear to all. Here's how it works;

In context “laying hands on anyone” refers to ordination or official installation of someone as an elder.

Even Paul raised the dead. Yet Paul did not receive it via the Outpouring on the day of Pentecost. Nor did he get it from Jerusalem Apostles. The only time we read of Paul being laid hands on was Acts 13v2 where the elders in the church in Antioch laid hands on him.

The Baptism was the credentials for being an apostle. It came with his appointment by Christ. Only they had the Baptism with signs and wonders. Along with those in the gentile outpouring. And those the Apostles appointed through the laying on of their hands. If the Baptism were for all, today, every church would have nothing but apostles.
the “two witnesses” of Rev 11:3 are said to be “two lampstands” (Rev 11:4), and lampstands previously have been defined as churches (Rev 1:20), the “two witnesses” likely are not individuals but symbolize the corporate church in its prophetic and witnessing role.880

The Two Witnesses
