That is a dependent clause. You could say, "I was confused about the correct grammar, the issue being that my sentence was incomplete." To make an independent clause and therefore a complete sentence, you would have to use a verb form that did not rely on additional clauses to complete the thought. "The issue is that my sentence was incomplete."
The word, "being," when used as a verb, absolutely requires another verb. "Was being", "is being", or "are being" are all valid. In the same way, you would not write, "The boy throwing the ball for the dog" as a separate sentence. Rather, you would write, "The boy is throwing the ball for the dog." You could write, "The boy throwing the ball for the dog suddenly fell over" but then the words, "The boy throwing the ball for the dog" become a noun phrase that requires a verb such as "fell".
