YOU are still confusing the words "know" and "foreknow" as if they are the same word.
Foreknew = knew me ahead of time

God had to know me first before he predestinated me. God doesn’t predestinate a man before having prior knowledge of the man.

The Galatians passage does not contain the word adoption.
Galatians 4:4But when the set time had fully come, God sent his Son, born of a woman, born under the law, 5to redeem those under the law, that we might receive adoption to sonship. 6Because you are his sons, God sent the Spirit of his Son into our hearts, the Spirit who calls out, "Abba, Father." 7So you are no longer a slave, but God's child; and since you are his child, God has made you also an heir.

Can God know a person before they are born?

CLEARLY talking about sonship through adoption. You have to be in willful denial to not see this.
You using man made definitions. Becoming a son and being adopted is not the same thing in Scripture.

Because Jesus never had his new body given in instalments. NEITHER do we . We have the Spirt as the earnest until then. We are predestined to it . Thats it . simple. Anything else is post hoc rationalization to accommodate other doctrines . Ephesians 1 .4 becomes the calvinistic thinkers go to proof text . With that they have to have ' Adoption ' at conversion. Thats why you need ' adoption ' at conversion.
Manifestation in Romans 8 is referring to the revealing of something that is already true. Galatians 4:4 speaks of sonship through adoption, and the very next verse says that THAT specific sonship has already been fulfilled in those who believe.

For starters...this cannot be at some point before one trusted in Christ.

Galatians 4:9 But now, after that ye have known God, or rather are known of God, how turn ye again to the weak and beggarly elements, whereunto ye desire again to be in bondage?

Yes. In adoption, there is a stage where you are adopted and there is a later stage where your adoption is publicly declared. How hard is that to understand? That's why it's called the manifestation of the children of God. Look up the meaning of manifestation
We are waiting for our inheritance are we not ?

υἱοθεσία literally means to place as a son. Uio- son, thesia- a form of tithimi, which means to set or to place.

good point. You have to already be a child to have an inheritance.
According to this verse, what does scripture define as the adoption?

Romans 8:23 And not only they, but ourselves also, which have the firstfruits of the Spirit, even we ourselves groan within ourselves, waiting for the adoption, to wit, the redemption of our body.

Romans 8:23 And not only they, but ourselves also, which have the firstfruits of the Spirit, even we ourselves groan within ourselves, waiting for the adoption, to wit, the redemption of our body.
Romans 8:15 For ye have not received the spirit of bondage again to fear; but ye have received the Spirit of adoption, whereby we cry, Abba, Father. 16 The Spirit itself beareth witness with our spirit, that we are the children of God:

Verse 16 is ALSO speaking of sonship in the CONTEXT OF ADOPTION, just like the Galatians passage. We have received the SPIRIT OF ADOPTION whereby we cry Abba Father and whereby He bears witness with our spirit that we are children of God. Not about the new birth, this context is about the adoption. Because we are adopted the moment we believe, and then we are revealed to be Sons of God and receive our inheritance at the resurrection.
