The seat of the Beast is in the (Great City) where Jesus Christ was crucified (Jerusalem), where the (Two Witnesses) will be killed (Not Rome) the battle to take place is in Israel/Armageddon (Not Rome)

If you read Revelation, you will find that the beast attacks and kills residents of Jerusalem. Revelation shows those residents laying dead in the streets of Jerusalem for three days.

Revelation says the harlot is a city that reigns over those nations and Revelation along with other scripture in the Bible show those nations attacking Jerusalem.

Relevation does not say the beast rules from Jerusalem. Those are your words. Not God's.
Revelation says the beast we I'll attack and kill the witnesses of Jerusalem.
