Here is the issue Acts 2:38 is not the end of the context of what Peter said. You would be correct IF you remove Acts 2:39
which states by Peter :
For the promise is to you and to your children, and to all who are afar off, as many as the Lord our God will call.”
Verse 39 is parallel to what Jesus said in Matthew 28 and Mark 16. Also, Acts 2:38 is speaking to the jews the final context did not end with ONLY the Jews AS Jesus said the Gospel message was for "ALL".
You took Acts 2:38 and shorten the context because Acts 2 ends at verse 40, and the very end of the chapter not 38.
