Yes the him is most like the devil. The blood of the Lamb spoils principalities and powers and publicly shames Satan at least in a spiritual way. But if you'll notice Revelation 12:12 it says the devil has wrath that he'll release on the world. This context is building up to what Satan will do on earth during the great tribulation.
But here's a different verse that maybe helps add perspective to what Jesus did:
Colossians 2:13-15
13And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses;
14Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to his cross;
15And having
spoiled principalities and powers, he made a shew of them openly, triumphing over them in it.
