Believe whatever you want to believe. Peter preached repentance BEFORE the Jews received the Holy Spirit. If that ain't good enough for you, then too bad.
Repentence from what ? Did you check what specifically they had to repent for ? Its all there in Peters long speech in Acts 2 . These were law keeping, pork abstaining, sabbath observing Jews and proselytes. They had to specifically repent of a specific thing. They had to do a specific thing in light of the specific thing that a specific group did that required a specific set of required things to do that were specific to ISRAEL .
What happened was silly western theologians come along with ' me ' centered western thinking and started applying this teaching as if it must be for everyone to follow today .

Repentance is in our hands. We can accept or not accept that we may repent. We are not robots.
My point was that God has granted repentance to all . All may come . All can come .

Zacchaeus was not regenerated. He didn't receive the Holy Spirit . And I wouldn't tell a lost person they need to totally turn away from sins before they can be saved ..I believe they can be saved immediately upon belief .
How do you know that Zaccheus was not regenerated? Lord Jesus said that salvation had come to the house. Zaccheus welcomed Jesus warmly. Remember the Bible definition? It's John 1:12.

Zaccheus also repented practically by offering to repay those he had swindled or robbed. I wonder how many people since have repented with such zeal?

I expect to see Zaccheus in heaven . But ' regeneration ' only began after Acts 2

Your equating ' salvation ' ( OT ) and ' regeneration ' ( After Acts 2 , with the body of Christ )

Completely agree, people who say such as obtain forgiveness via repentance, are completely taking claim for their own salvation. Total nonsense. God grants us repentance, "both to will and to do" .
Totally wrong. Study scriptures.

Repentance requires work. Many believe work has no value because it is faith that God bases forgiveness on.

Repentance requires knowing the law, we could not repent of sins we know nothing about, yet many believe the law is cancelled.

How can these things be reconciled?
repentance is a basic fundamental doctrine it doesn’t require work it requires us to cease from the works of the flesh

“Therefore leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God, Of the doctrine of baptisms, and of laying on of hands, and of resurrection of the dead, and of eternal judgment.”
‭‭Hebrews‬ ‭6:1-2‬ ‭KJV‬‬

“Now the works of the flesh are manifest, which are these; Adultery, fornication, uncleanness, lasciviousness, Idolatry, witchcraft, hatred, variance, emulations, wrath, strife, seditions, heresies, Envyings, murders, drunkenness, revellings, and such like: of the which I tell you before, as I have also told you in time past, that they which do such things shall not inherit the kingdom of God.”
‭‭Galatians‬ ‭5:19-21‬ ‭KJV‬‬

It’s about stopping the works of the flesh ceasing to work by the flesh

the law had a purpose , still has a purpose it’s to hold all people guilty

“Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.

Therefore by the deeds of the law there shall no flesh be justified in his sight: for by the law is the knowledge of sin.”
‭‭Romans‬ ‭3:19-20‬ ‭

it is not from the beginning but was added after men became sinners again to hold them guilty of sin and was always temporary until the arrival
Of Christ whom is the seed of Abraham

“Wherefore then serveth the law? It was added because of transgressions,

till the seed should come to whom the promise was made; and it was ordained by angels in the hand of a mediator.”
‭‭Galatians‬ ‭3:19‬ ‭

Because the law holds all sinners guilty before God , all Men must come to God through Christ otherwise there can be no justification for the guilty sinner

“Be it known unto you therefore, men and brethren, that through this man is preached unto you the forgiveness of sins: And by him all that believe are justified from all things, from which ye could not be justified by the law of Moses.”
‭‭Acts‬ ‭13:38-39‬ ‭

you see the law holds all Men guilty and the gospel is this message to those guilty sinners

“And said unto them, Thus it is written, and thus it behoved Christ to suffer, and to rise from the dead the third day: And that repentance and remission of sins should be preached in his name among all nations, beginning at Jerusalem.”
‭‭Luke‬ ‭24:46-47‬ ‭

I think what your saying is “ sin is defined by the law , if we have to repent , then the law has to still be the law “

I think you are missing that God has one plan , the Old Testament is the first stage of the plan reveal sin to man , and show them thier guolt before God so that they will understand what repentance is. And then you tell them “ repent and believe the gospel for the time has come , the kingdom of Godnis at hand “

The law isn’t gone , Christians have died to the law so it no longer can hold them guilty , they already does for sin according to the law it’s now fulfilled for the baptized believer .

the law itself can be found in any Bible son of course it’s not erases it remains the thing that holds all
Sinners guilty before God one transgression

“For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all.”
‭‭James‬ ‭2:10‬ ‭KJV‬‬

and so all there’s the message of salvation from that condemnationmon the world now , the gospel .

the ot law brought the world to the need for salvation by holding their sins against them the only forgiveness for transgressing the law is through baptism into the death of Christ and belief of the gospel

“And for this cause he is the mediator of the new testament,

that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance.

For where a testament is, there must also of necessity be the death of the testator. For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth.”
‭‭Hebrews‬ ‭9:15-17‬ ‭KJV‬‬

his death is for every transgression of the law of the first testament , and because of this his words are the New Testament that took force as he died and rose .

repentance is a matter of our belief if we believe God allows us to continue serving sin that faith is going to hinder repentance . If we accept the gospel and believe that Jesus taught us sin is death and we must repent , that faith is going to lead us to repentance

it’s not a hurdle we have to jump then be accepted , it’s a
Matter of forsaking our belief and accepting Jesus belief in the gospel that will take care of everything

Please, by whom and when?
By God.
Acts 5:31

“Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.”

Acts 11:18

“When they heard these things, they held their peace, and glorified God, saying, Then hath God also to the Gentiles granted repentance unto life.”

Repentance does not require work. It requires faith/belief, and neither of those are a "work." But go ahead and keep trying to justify your ideologies........ :)

If anything I post is not from scripture, but from my fleshly self, it is not the truth. I use scripture only for my ideas, they are not from me they are from scripture. Not doctrines thought up by men, but what scripture tells us.

Witout repentence, you are ignoring the Grace which God is given. Without repentence you are not recognize that you are lost. You will also not understand what Jesus did for you at the cross. And you also will not see the reason to believe in Him.
If someone recognize the sin he has in front of God and show no repentence. Then he shows no faith. He shows ignorance!
Repentence is no work, its an reaction of recognizing someone guilt before God.
God shows you his Grace, but if you dont accept it, he will not force you to come into his family. John 1,12 But as many as received Him, to them he gave power to become the sons of God, even to them that believe on his name.

Correct..thru grace. We receive the benefit of grace when we repent.

Grace is given to us by God to establish a basis for repentance. So, when we repent we receive the benefit of grace.

The access to grace is by faith
Rom 5
1¶Therefore being justified by faith, we have peace with God through our Lord Jesus Christ:

2By whom also we have access by faith into this grace wherein we stand, and rejoice in hope of the glory of God.
