Corinthians epistle is written to believers in particular:

2 Cor 1: (B) to the church of God which is at Corinth, with all the saints which are in all Achaia:
(MY NOTE: King James translators capitalize words, in these verses (Spirit) in identifying deity)

2 Cor 1:22 Who hath also sealed us, and given the earnest of the Spirit in our hearts.
(MY NOTE: Every believer in Christ's sin atoning death & resurrection is, Sealed by & given the EARNEST of the Spirit in our heart. When God indwells the believer with His Holy Spirit/Earnest. God's Holy Spirit is a certified/guaranteed, deposit/down payment, of your complete sin vindication & coming eternal life promised. Which every believer will receive (a new incorruptible body) on the final day of redemption, at Christ's 2nd advent.)

2 Cor 5:5 Now he that hath wrought us for the selfsame thing is God, who also hath given unto us the earnest of the Spirit.
(MY NOTE: God's EARNEST = His indwelling Holy Spirit. It's God's down payment of Guaranteed redemption. A covenant keeping God's promise of redemption/NOT just good until your next sin, it's a DONE deal! The believer is NOW redeemed/bought & paid for by faith in our Lord/God & Sin Savior, Jesus the Christ's sin redemptive works)

Ephesians epistle is written to believers in particular:

Eph 1:1 (B) to the saints which are at Ephesus, and to the faithful in Christ Jesus:

Eph 1:
13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
(MY NOTE: You heard about Christ's sin atoning death & resurrection (1 Cor 15:1-4). You confessed Jesus Lordship with you mouth & believed in your heath He was raised from the grave (Rom 10:9-10). And God Sealed you with His promise = His eternal salvation guaranteed/promise/pledge >>> His indwelling Holy Spirit)

14 Which is the earnest of our inheritance until the redemption of the purchased possession, unto the praise of his glory.
(MY NOTE: This EARNEST/Holy Spirit indwells us: It's our covenant/promise keeping God/Christ's, 1st installment a down payment, a guaranteed promise/pledge of the believers eternal life inheritance. To Jesus be all praise, glory honor & thanksgiving. AMEN & Amen!)

"Earnest money" can be returned to the purchaser before the purchase is complete.

In fact, I've personally received back my "earnest money" twice.

Just saying...

Context is key:

Eph 1:14 Which is the earnest of our inheritance until the redemption of the """purchased possession""" unto the praise of his glory.
(MY NOTE: This EARNEST/God's Holy Spirit that indwells us: Is our covenant promise keeping God/Christ's, 1st installment, down payment, a guaranteed promised/pledge to the PURCHASED POSSESSION/done deal, of the believers eternal life inheritance.

Holy Spirit verses as a Seal/Promise 2 Cor 1:22, 2 Timothy 1:14, 2 Cor 5:5.

Eph 4:30 The Holy Spirit of God, whereby """ye are sealed unto the day of redemption"""
(MY NOTE: Sealed with Christ Holy Spirit until the day of redemption)

Rom 11:29 For the gifts and calling of God are without repentance.
(MY NOTE: Justification/Righteousness & eternal life are ALL gifts given by God thru Faith in Jesus sin atoning death & resurrection)

In a transaction where earnest money can be returned to the purchaser, who returns the earnest money?

Ephesians 1:13-14 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise, Which is the earnest of our inheritance until the redemption of the purchased possession, unto the praise of his glory.

The believer is the purchased possession. Does the purchased possession return the earnest money?

I'm not sure that your claim that you've "personally received back [ your ] "earnest money" twice" supports your assertion that ""Earnest money" can be returned to the purchaser before the purchase is complete". Actually, your claim appears to support the fact that the Purchaser provides the earnest which guarantees the whole will be paid.

from the biblehub link on the OP:

Strong's Concordance:

arrabón: an earnest (a part payment in advance for security)
Usage: an earnest, earnest-money, a large part of the payment, given in advance as a security that the whole will be paid afterwards.

HELPS Word-studies:

728 arrhabṓn – properly, an installment; a deposit ("down-payment") which guarantees the balance (the full purchase-price).
728 /arrhabṓn ("down-payment pledge") is the regular term in NT times for "earnest-money," i.e. advance-payment that guarantees the rest will be given. 728 (arrhabṓn) then represents full security backed by the purchaser who supplies sufficient proof they will fulfill the entire pledge (promise).

The earnest of the Spirit represents full security backed by the Purchaser Who supplies sufficient proof that He will fulfill the entire pledge.

God is the Guarantor ... the earnest of the Spirit represents the full security that the entire pledge will be fulfilled. He is faithful Who promised.

fyi @FlyingDove, I love, love, love the arrabōn (earnest) of the Spirit!!!
