Are you saying some are required to have water baptism but some may not?
Is that not saying there are at least two ways to salvation?
Would like also to know who has authority to baptize?
Who gives that authority?
If baptism is necessary, a person's salvation is not only dependent on faith but also on the actions (submitting to baptism) of the one who believes but also on another person who would baptize.
