The way I see it is that God loves and that it is very extensive. He loves us, the poor, the hurting, the sparrow, all the animals. He has a very big heart. I know He loves me dearly and I am precious to Him. Although since I am saved, He is living in me all the time, there is also the felt presence which He gives me when He wants to, to my mind and spirit. That presence is very much pleasure. To love Him in return is pleasure. When i worship Him, I don't seek the pleasure of the experience, I worship Him because He is worthy and I love HIm and because I am so grateful to Him. He takes care of giving me the "Felt" presence part whenever He wants, but that is quite often and is not predictable! What I am saying is I am not seeking the experience of the felt pleasure of His company, I am seeking to obey, to love, to adore, to worship and to be loved by my lover. when He wishes.
How He loves each individual is in what He wishes. We can't understand how He thinks. One example is Paul. He killed those that God loved, yet God decided to save Him and love Him. So its not always our immediate love for Him that causes Him to love us all of the time. He is a person and a person that decides sovereignly according to His wishes. I think what you said is very good "Maybe it's how we respond to that Love that emanates from Him and we desire to be close to Him and Therefore He in return He pours out his love on us. " I think that is how He deals with me and you. Do we want to draw closer? Do we want what is offered by this world that is passing away? Do we want to be His living sacrifice, Holy, never wanting to offend Him in the least? For myself I choose to focus on the One I love as much as possible, all of the time, to love Him, to worship Him, to learn more about Him, to talk to Him, to give whatever I can so others will love Him greatly and experience when He wishes the pleasure of His felt love.
