The way I see it is that God loves and that it is very extensive. He loves us, the poor, the hurting, the sparrow, all the animals. He has a very big heart. I know He loves me dearly and I am precious to Him. Although since I am saved, He is living in me all the time, there is also the felt presence which He gives me when He wants to, to my mind and spirit. That presence is very much pleasure. To love Him in return is pleasure. When i worship Him, I don't seek the pleasure of the experience, I worship Him because He is worthy and I love HIm and because I am so grateful to Him. He takes care of giving me the "Felt" presence part whenever He wants, but that is quite often and is not predictable! What I am saying is I am not seeking the experience of the felt pleasure of His company, I am seeking to obey, to love, to adore, to worship and to be loved by my lover. when He wishes.

How He loves each individual is in what He wishes. We can't understand how He thinks. One example is Paul. He killed those that God loved, yet God decided to save Him and love Him. So its not always our immediate love for Him that causes Him to love us all of the time. He is a person and a person that decides sovereignly according to His wishes. I think what you said is very good "Maybe it's how we respond to that Love that emanates from Him and we desire to be close to Him and Therefore He in return He pours out his love on us. " I think that is how He deals with me and you. Do we want to draw closer? Do we want what is offered by this world that is passing away? Do we want to be His living sacrifice, Holy, never wanting to offend Him in the least? For myself I choose to focus on the One I love as much as possible, all of the time, to love Him, to worship Him, to learn more about Him, to talk to Him, to give whatever I can so others will love Him greatly and experience when He wishes the pleasure of His felt love.

It's not the squeaky wheels that get the grease either...

It's not the wealthy ones...or ones in positions of power.

But some people for whatever reason He pays closer attention to. Abraham, David Elijah, John, and the "Widow's Mite" story are obvious examples.

Today you can't mark them out...nothing draws your attention to them. They are the epitome of boring and ordinary and hardly worth a second glance. But you might notice them by their absolute faith....because they definitely have God's ear.

If you happen to figure out that someone you know is one of these "special" people....

Be very very careful with any dealings which you might have dealings with them. They have the "H" factor. You can find yourself in a heap of seemingly unrelated trouble by even slightly doing wrong by them. Or excessively rewarded by doing good things for them.

And you will never be able to connect the dots.

I feel very specially loved by God and i believe He made me aware of it by telling me “I love you and you love Me” and after that He made me to know how very great that love is. However what was i doing when He told me that? I was worshipping Him at the airport waiting for an airplane. Previously, many times, i felt His presence, but what He said crystalized and made me aware of His presence and that He also loved me. That has proved to be life changing. He is far more central now. I never want to be far from loving thoughts toward Him, worshipping Him, talking to Him, telling Him I love Him, reading what He said. Wanting in every way to please Him. Note: I also gave up a lifetime besetting sin shortly before He said He loved me.

I know i can’t really understand why he loves me so greatly, how He thinks. The “however” Is that it never hurts to worship Him, to be Holy (do rightly in your life), to become a living sacrifice to Him. Could it be that doing those things makes us irresistible to Him to swoop down and tell you “I love, i love you, i love you so much”?
