There is a lot of confusion about who these are but there is really no need to be confused. Revelation 7 and 14 make it perfectly clear that these are saved Hebrews from the twelve tribes of Israel -- 12,000 from each tribe. God shows us that they are distinct from the Church. And it would appear that they are a microcosm of redeemed and restored Israel on earth after the Second Coming of Christ. The big difference is that they are raptured to Heaven, whereas the twelve tribes will be settled on earth in Greater Israel. So no one should confuse the Church and Israel (after the salvation of those from the twelve tribes).
