No, that is being created in His image. Being created in His likeness refers to our capacity as persons. People are created in both His image and his likeness.

26 Then God said, “Let Us make man in Our image, according to Our likeness; let them have dominion over the fish of the sea, over the birds of the air, and over the cattle, over all the earth and over every creeping thing that creeps on the earth.”

It can speak of being created in His image only in the next verse as that is the creation of Adam's and Eve's soul which is invisible. But when we are fully fleshed out (no pun intended), we are created in His image and likeness.

As it stands for people who are not saved, there will is blocked dead.
No it isn't blocked, it is bound to sin. They are perfectly free to exercise their will and we know God allows them to do this because evil exists in this world.

From the dust they where born and to the dust they will return. Which includes there soul.
Our bodies are made from the elements of the earth, not our souls (Gen:1:27), nor our spirits (Jn.3:6). Only God can destroy the soul because only God can create the soul.

The spirit that returns to heaven is his spirit not yours. Thats also his will

For the life of the flesh is in the blood, and I have given it to you upon the altar to make atonement for your souls; for it is the blood that makes atonement for the soul.’

The blood of the lamb saves our souls. We don't have spirits until we are saved and God's Spirit is omnipresent so is already in Heaven as well as here on Earth.

That's quite often the problem with people who are indecisive, they over-think things instead of exercising their will because they are afraid of dealing with the consequences if they are wrong.

Yes... Our invisible soul was created in His Image.

After all... "Man" was completely created (bara) in His image" before any body for that soul was provided for.
For the Hebrew word "bara" means to create something out from nothing.

As for the human body? That was produced (jatsar) out from something already created! The elements of the earth.

Genesis 2 only involved providing a body (with nostrils to breath that soul into that body.)
Its the soul that it says man was created in God's image before any body was brought onto the scene.

That's my point. God has not dealt equitably with all people. Some are wealthy, some poor. Some are educated, some not. Some have abundant opportunities, some not.
But none of those things have any bearing on salvation. Being rich does not give you an advantage so your point is moot. When it comes to salvation God is fair. He judges only on what is given and He gives freely to all making His rain and sun to fall upon people equally. Everyone can know God exists and is eternal, powerful and GOD. How they respond to that initial information will determine how much God will give them. He doesn't throw pearls before swine.

What needs to be explained? You say because God can do something, we can too because we were made in His image. God can create a whole universe by speaking, and give it life. Can we do that? No, we cannot. Therefore your premise is flawed and quite simply wrong.
We have creative capacity. You only need look at your own work. Just because we can't create "whole universes by speaking" doesn't deny we have an attribute of God within a limited capacity.

Should not mean he made you in true likeness.

If he had of created you in a true likeness you would be walking around with the ability to go unseen by other people.

I was making a distinction between what is just and what is fair. God claims to be just. He does not claim to be fair. Justice has to do with judgment according to a standard. Fairness has to do with equity and equality. No standard is required, only that all are treated in the same manner.
Since God does deal with people differently, He doesn't deal with us according to Fairness. But since His standard never changes, He does always deal with us justly.
If you make this application to salvation, God doesn't deal with everyone equitably in salvation. Have a few people share their testimonies if you don't believe me. You may find common elements, but all will differ. However, God does deal with us all justly. He requires all of us to have perfect righteousness.

Just like He allowed for certain angels to fall....
God did not stop them if they insisted.

Matter of fact..

When fallen angels observe the actions of wayward believers?
God rubs the fallen angel's noses in it.

Even the apostates amongst us God makes good use of for the sake of those who do love Him.

You need to give me the verse that says He is. Otherwise, He isn't.
Look up the word fair. You will find it deals with equality. Are you saying God deals with everyone the same? Was God dealing equally with all people when He chose Israel and not all the other nations? Is God dealing equally placing one child in poverty in a third world nation and another into a wealthy family in the first world.
I'm not judging God as you and others have suggested. God is sovereign. He answers to no one.
It might be worthwhile to consider the blind man from birth whom Jesus healed. Jesus was asked why the man was born blind. Was it his sin or his parent's sin? The answer was neither, but he was born blind for the glory of God. God chose the blindness that He would be glorified. If God were fair, everyone must be born blind. If God is just, everyone must exist for His glory. Which one is true?

Why do you and so many continue to wrest scriptures from context, a few words here and there, and make them say something they do not say in context.
God had warned the king of Babylon that he would be dethroned and cast out from among men to live as a beast of the field, if he did not humble himself, repent and do justice. The King obeyed for 12 months, but then his pride returned. So God did to Nebuchadnezzar as He had warned him He would do. When the king finally repented, he was reinstated to his throne and confessed that the God who had warned him this would happen has the power to make whatever He wills happen in thr heavens and upon the earth. He does not say that everything that happens in the heavens and the earth is done by God's decree or according to His will.

Doing according to one's desire in one case, does not make the doing of it the desire itself. Nor dopes it make everything one allows, what one wills/desires to be done.

Paul says in Romans 7 says that "to will I find, but how to perform what i will I find not," clearly distinguishing between willing and doing as two different things. Doing what one wills may follow willing it, but it also might not follow willing it.

You proof text of four words excised from a chapter of 37 verses does not even state what you are claiming it does .
