Can it be prayed that all of my family and blood relatives and blood related to me people alive and not alive are safe at all times in all ways and cared for at all times in all ways and respected at all times in all ways and intelligent at all times in all ways and healed at all times in all ways no matter what ever has already happen or may or will happen even if they have prayed not to be?

Can it be prayed? Yes. Will it happen? Not likely. We live in dangerous times and simply being alive poses one level of risk or another. Even looking to the bible we see many followers that went through some quite tough situations, or worse. If it were as simple as praying for it to never happen to you, or other people, then they wouldn't be happening nearly as much. But regardless of your faith, they happen.
In regards to praying for the dead to be safe, well that's decided by their own choices on earth. And based on those decisions affects where they end up after death. Can you magically pray that's not the case? No. Otherwise Christ's death on the cross would be pointless.
Some believe that, since God exists outside of time, you can pray for the dead person that counts during the time they were alive. I get the idea, but I'm not sold on it personally.
Respect is earned. They must first be respectable people. If not they will not be respected. And even then not everyone will respect them.
Intelligence comes in various forms. Some people have more intelligence in some areas than others. And some seems to have limited intelligence in many areas. I believe that many times this is caused by upbringing, but not always. Even highly intelligent people will have weak areas.
Healing is up to God, not us. Sure it can be prayed for, but that's not a guarantee.
Essentially what you're asking is for your family to have perfect lives, even if it means it goes against what they want. Not going to happen. Even people living extremely good lives have moments of suffering still. No ones life is going to be perfect. Prayer or no prayer.
And God doesn't override a person's free will to force them to do things.
And oddly you never once asked to pray for salvation for anyone. But rather to bypass people's freewill, in dome cases, and show a lack of biblical understanding of Christianity, salvation, and after death.

Not trying to attack you, but you asked and I answered honestly. You may be a new Christian or not one at all, and just trying to learn. Which is a good thing. As long as you're willing to learn, keep asking questions.

Yes, it can be prayed but ultimately it will be the will of God who will answer such prayer in a manner and time that he chooses.
