Depends where you look. But the law was given to some in particular, but apply to all. In Romans 3:19 we find the law governing unbelievers.
Now if you are asking who is likely to obey the law, I would go with believers.

Reading any verse of Scripture without context is what leads to heresy. If it was as simple as a command, the Law would have been sufficient.
Thanks for the non-answer. And how else would we know what God's prescriptive will is for man unless he gave us commands?

What does your question have to do with my question? How would you know what God's will is for your life if it weren't for his commands?

And I have nothing against God's thrice holy law; for I use it lawfully (1Tim 1:8). Or as the Psalmist said, "I love your law..." (Ps 119;97, 113, 119, 127, 159, 163). What about you?

You said the law is for believers. I showed you a passage where the law is directed towards non believers. How is that a dodge? Scripture delineates the purpose of the law variously. Sometimes it addresses particular people, sometimes other classes of people, and sometimes to humanity as a whole. The particular command to believe is certainly for all mankind according to Acts 20:21 where all are called to repentance and faith.

How do you come to conclude your final thought based on the passages? I don't see your reasoning in the Bible.

Would you consider that the "all men" in Acts 17:30 has reference to his "offspring" mentioned in verse 29, and not all of mankind?

Isaiah 61:9 - And their seed shall be known among the Gentiles, and their offspring among the people: all that see them shall acknowledge them, they are the seed which the Lord hath blessed.

You may also consider Isaiah 65:22-23, that God's offspring are his elect.

I didn’t say who did it apply to, I ask, “Who was it given to.” The Israelites were to be a bright burning candle of righteousness to the pagans. They were to live according to those laws and to model a lifestyle that would cause envy amongst the world. In other words, they were to evangelize the rest of the unsaved world. After their conversion, the Law would then Gude them. They kinda mostly failed, didn't they. That’s when Jesus came and offered an easier alternative.

Yeah...loving your enemies is piece of cake. Just as easy as not repaying evil for evil. Or just as easy as obeying the "golden rule". Just as easy as turning the other cheek, etc.

It’s only possible when we are “Filled” with the Holy Spirit. I don’t think we are commanded to be saved, however, after salvation we are commanded to be filled with His Spirit.

I see. It was actually the 1st century Jews in the early church who did bring the gospel to the known world at that time. So they were a light to the Gentiles. But I'm not sure that the purpose of the law was as you say; at least not by itself. It seems to me that a person doing justly, AND loving mercy, AND walking humbly before God would possibly provoke Gentiles to seek after God. The law by itself is able to bring one to Christ, but was always insufficient to live the life required by God.
