4 beasts kingdoms AND kings?

Daniel 7:23 “He gave me this explanation: ‘The fourth beast is a fourth kingdom that will appear on earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it

Daniel 7:17 The four great beasts are four kings that will rise from the earth.

Why does it say both?
 
It says both because, in Bible prophecy, a beast represents both a king and his kingdom.
How are we supposed to know which one is being referred to, like lets say in Revelation 17:8? Is it talking about a kingdom coming back?

Five have fallen, one is, <- those verses in Revelation 17, are they also talking about KINGDOMS instead of individual kings?

When it comes to the book of Revelation, there are certain things that I believe God has given me very good understanding of, and there are certain things that I basically have no clue about, and you picked one from each category with your questions.

Regarding Revelation 17:8, I definitely believe that it is referring to a kingdom coming back, and I am highly certain (positive, actually) that I could not only tell you exactly what kingdom it is, but also prove my assertion from both scripture and history. That said, I really do not like having discussions about end-time prophecies publicly because I know, from vast experience, how those types of discussions go. In other words, a bunch of people inevitably disagree, and a free-for-all of sorts begins, and I am neither into strife and contention, nor do I have the time for it. Anyhow, in regard to this question, I would consider having a private discussion with you, to avoid all of the inevitable strife and contention, if that is something that you might consider yourself.

God only knows how many times I have prayerfully read it, prayed for understanding of it, and even read commentaries galore about it, and I honestly still am clueless as to what it truly means, so I cannot presently help you with that particular verse.

I am a paying member here, so I do have the ability to contact members via private messaging. I will eventually send you a private message to initiate the friendly and civil private conversation, but it probably will not be today. I have a doctor's appointment about 2 hours from now to determine whether or not I can return to work (I have been out with an injury for 2 1/2 weeks), and I also have some other things that I need to attend to today. Anyhow, I will send the message when I have more time to do so.

As far as a one world government is concerned, yes, I most definitely believe that one is coming. The world currently refers to it as "A New World Order" or "global governance," and it will ultimately be governed by the Antichrist himself for a very brief period of time or shortly before Christ's second coming when he will return to govern the nations himself.
