Before Romans was ever written.
So how can Romans be scripture?

Just because someone
Write something of their experience
Or of whatever God inspired them or spoke to them and they wrote it down in a letter to someone does not make it the scriptures it just makes it something that they encountered with God and they retold it in a letter.
