The map is simply showing shipping routes in and out of the Gulf- the ships come in through the strait of Hormuz and pick up oil, etc; and then come back through the straits to go wherever they are taking it. Iran is essentially cutting off shipping to and from the Gulf by closing the strait. In the quote, Trump is saying that the countries affected by this closure should go help make the strait somewhat safe to navigate, so that they can get their stuff.
