I'm not sure I fully understand this passage; but I do know the early Christian style of dress was polar opposite to that of the culture. Many Roman women wore clothing that was meant to reveal, not conceal. Even married women dolled themselves up to attract attention from men. Christian women were taught to do the polar opposite. IMO this is an injunction to the church in a region of the world (Corinth) where how one adorned their head was a signal to others of their availability for a sexual relationship and of their submission to the authority of the men who were their guardians, whether husbands/fiances or fathers. Some were giving the wrong signals socially regarding the church’s standards re the social hierarchy of men and women by flouting the cultural norms, which was unwisely misrepresenting to the unsaved Corinthian society the church’s position on appropriate roles and attitudes for women.
