Who can receive? Not the natural man. This is explicitly articulated in Scripture.They are born of God's will. The belief and faith is for us. When we receive and believe God, we have a right to become children of God. God will have mercy on whomever he will have mercy and he decided to have mercy on those who believed and those who he believes will be made spiritually born.
It's to as many as who have received and believed, to them they'll be given the right to become children of God.
To whosoever believes
He has zero comprehension and actually opposes the Spiritual things of God, being
a slave to sin, blinded by the god of this world, refusing to come into the light, and
moreover the gospel message is heard as foolishness to that person. When you came
to believe, was the gospel message still foolishness to you? Did you choose to believe
what you thought foolishness? Some repeatedly insist everyone hears, also, but this is
blatantly false as well. They will tell us God is not required in the process of coming to believe.
From 1 Peter 1 verses 3-5 ~ The elect are chosen according to the foreknowledge of God the Father and sanctified by the Spirit for obedience to Jesus Christ and sprinkling by His blood. By His great mercy He has given us new birth into a living hope through the resurrection of Jesus Christ from the dead, and into an inheritance that is imperishable, undefiled, and unfading, reserved in heaven for you, who through faith are shielded by God’s power for the salvation that is ready to be revealed in the last time.
