As with many issues, the government could consult with the people (democracy) as to how they want their society to be. I'm sure this would make some uncomfortable (people who mistrust the state). There are many different possible criteria though:
Murders and rapists should not reproduce
People living in dire poverty should not reproduce
People with debilitating hereditary illnesses should not reproduce.

No, you misunderstood what I said. I think God primarily is concerned with a person's soul. A person's body is only an earthly host. It is the soul which goes to heaven, not the body. God knew from the beginning of time every soul who would ever exist. Sterilising someone doesn't prevent a soul from existing. It just means that soul won't come into the world as a starving african..

Read this month's Time magazine. Charity food dumping is undercutting african farmers who are actually producing economic growth for Africa. Charity can keep an economy down. It can keep whole nations dependent. I reiterate that having people die as Christians is much more important than having people live happily as healthy atheists.
