Alright so when is the times of the gentiles fulfilled? It says the Jews are scattered UNTIL that time occurs. Isn't it occuring now when they are returning? Or maybe it is talking about the second coming, the ultimate regathering of all God's people.

God's people-> whoever accept Jesus blood covenant.
If not, then not God's people.

What I am saying is that there is an intentional DISTINCTION between King of the Jews, King of Kings
vs Lord, Head, Shepherd, Bridegroom, Savior of the Church.

Never not one time in the NT is Jesus stated to be King of the Christians, this being intentional, and for good reason.

Does that really matter in the greater context and scheme of things?

Zechariah 14:9 - And the Lord shall be king over all the earth: in that day shall there be one Lord, and his name one.

That's assuming reform itself is not neutral. Sovereign itself is not neutral.
