Jesus said both are necessary.
John 3:5-7

5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.

6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.

7 Marvel not that I said unto thee, Ye must be born again.
KJV
The water probably means that we were born on the Earth. Our body is something like 98 percent water.

Water baptism is a carryover from part of the Levitical Law.

There are many examples of people in the Old Testament who would wash themselves with water as a final step to being clean. Water baptism was an outward sign of washing, and then you would be clean to God. Baptism in water, and the need to be circumcised passed away with the coming of Pentecost, as did the other Levitical Laws. To be led by the spirit is to not be under the yoke of bondage with the extreme of legalism, seeking the works of the flesh from the old covenant concerning the past Law administration that was written to Israel.

It's clear from the gospels that water baptism had to do with the kingdom, which was ministered by John who was known as the Baptizer, and not a minister for the Church of God. John who was a prophet functioning under the old covenant was appointed by God to prepare and confirm the promises made to Israel. His message was to tell those who lived under the old covenant that the king had come and “the kingdom of heaven is at hand.”

He used water as a sign to baptize those who believed the promised Messiah would be coming in just a matter of months and to illustrate that he would be the Christ, who would baptize them not with material water, but with holy spirit, which is “power from on high.” From the habit of tradition, and only for a short period of time, a small handful of people were baptized with water into the New Testament, but never again afterwards.

In the epistles written just a little bit past the beginning of the New Testament is where we read the only time water baptism is mentioned is to note there is no more need for it, and that we are now to be baptized with holy spirit. And this is why in Acts 2:38, Peter commands “Repent, and be baptized every one of you in the name of Jesus Christ.” In Acts 8:16, Peter and John “baptized in the name of the Lord Jesus.” In Acts 10:48, Peter “commanded them to be baptized in the name of the Lord.” In Romans 6:3, it declares “that so many of us as were baptized into Jesus Christ.”

There is not one exception to this practice where we see water baptism, which belonged to the time period when Christ walked the earth, being used once the Church of God had become established.

Matthew 28:19 Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, Matthew 28:20 and teaching them to obey everything I have commanded you.

Actually no Christian really follow what Matt 28:20 is really saying.

There are so many commandments Jesus gave in the book of Matthew that we now ignore.

I don't believe in most of them because Matthew is old testament. And I follow the new.

They were making the same mistake you guys are. seeing all these baptisms and not understanding they are united in Christ. The last Baptism He really stressed over is united to the one baptism into Our Lord Jesus. Pentecost confirms the One Baptism and equips the Church to accomplish it's mission. From John who's life made a straight way to the Lord. to the baptism on the cross united in the Life of Our Lord. The Holy Spirit equips each with power to participate in the Church's mission. That's how He confirms us in our Baptism. Baptism...it says what it does and does what it say's.
Who is you guys? So where do you attend church?

But Peter would have still obeyed Matt 28:20 then right?

He was careful not to associate with gentiles and not eat unclean animals in acts 10

‘Listen,’ he says. ‘Do you not remember what happened when you were baptized?’ From this and other references to baptism in Paul’s writings, it is plain that he did not regard baptism as an ‘optional extra’ in the Christian life. He took it for granted that the Roman Christians, who were not his converts, had been as certainly baptized as his own converts were. His remarks on baptism in 1 Corinthians 1:14–17, concluding with the statement that he was not sent ‘to baptize but to preach the gospel’, do not mean that he regarded the sacrament itself as unimportant; what was unimportant was the identity of the baptizer. He assumes that all the members of the Corinthian church have been baptized (1 Cor. 1:13; 6:11; 10:1–2; 12:13).

OK. But the Ethiopian eunuch and others saw it fit to get baptised.

Perhaps there are some persons who are not able to get baptized. Eg someone in prison maybe. But we have to leave those for God to decide. And as for the rest of us, we should do as He says.
The church that i go to doesnt just baptise by immersion, but by anointing with water, its a different kind of fasting but the faith and heart is what matters most to me. The heart is what matters most in everything we do and live in this life according to God.

When you say anoint with water, did you mean sprinkling with water. Or the samething as when someone anoints with oil?
