The view others put forward is that when/where "all" or "the world" is said, it only applies to those who believe.

Therefore, for instance, John 3:16 does not mean the whole world, but only believers.

It was not because god took a person dead in sin and made him alive before he was justified

Yes. It is open the Holy Spirit convicts that person of sin righteousness and judgment. If that person has any hope god will send the word. Missionaries has witnessed this for years.
