Do stillborns and babies go to ‘hell’?

Romans 7:8-11. I was alive once without the law when I was a child... I had no understanding of the law as a child and I was sinless because where there is no law, there is no sin. But when I became old enough to understand the law, sin slew me.
John 9:41 Jesus said, “If you were blind, you would not be guilty of your sin. But now that you claim you can see, your guilt remains.
Romas 7:7 … I would not have known what sin was had it not been for the law. For I would not have known what coveting was if the law had not said, “You shall not covet.” 8 But sin, seizing the opportunity afforded by the commandment, produced in me every kind of coveting. For apart from the law, sin was dead. 10 Once I was alive apart from the law; but when the commandment came [to me], sin sprang to life and I died.

One is born innocent, and remains so, until one reaches the point where they think they know enough to make a decision about sin/God. Being born into sin, means we live in a world that is predisposed to make sure we make the wrong decision about God. Until they understand and decide, babies have no sin to die from.
Thoughts?
We all go through a time of innocence as infants.. Then we come to the knowedge of good and evil just as Adam and Eve did, and from that point on we need the Atonement of the LORD Jesus.. His atonement is for all who have sinned.. If an innocent little ones dies before they have the knowledge of good and evil then they do not need the Atonement because they have not sinned..

Deuteronomy 1:39
"Moreover your little ones and your children, who you say will be victims, who today have no knowledge of good and evil, they shall go in there; to them I will give it, and they shall possess it.
This is when the tribes of Israel where in the desert and refused to go into the Promised Land because of fear of it's inhabitants. God decided to punish the people by forcing them to wonder in the desert for 40 years so that all of the generation that had refused to enter the Promised Land would die and never enter it. But as he says above about the little ones
"WHO TODAY HAVE NO KNOWLEDGE OF GOOD AND EVIL"
This is the crucial statement from God about the little ones (BABIES) they are innocent. Think of adam and eve before they ate from the tree of the knowledge of good and evil. where they not Good. and here we hear God Himself says about the little ones "WHO TODAY HAVE NO KNOWLEDGE OF GOOD AND EVIL".
The Messiah Jesus made an interesting statement concerning little ones too.
Matthew 18:10
"Take heed that you do not despise one of these
little ones, for I say to you that in heaven their angels always see the face of My Father who is in heaven.
Paul wrote
Romans 7
9I was alive once without the law, but when the commandment came, sin revived and I died. 10And the commandment, which was to bring life, I found to bring death. 11For sin, taking occasion by the commandment, deceived me, and by it killed me.
Paul is clearly saying that he once was
alive without the law this was when he was a little one. Once Paul came to the understanding of Good and Evil his carnal nature came to the fore.
Next we see the reaction of David to His infant suns death..
2 Samuel 12
21Then his servants said to him, "What is this that you have done? You fasted and wept for the child while he was alive, but when the child died, you arose and ate food." 22And he said, "While the child was alive, I fasted and wept; for I said, "Who can tell whether the LORD will be gracious to me, that the child may live?' 23But now he is dead; why should I fast? Can I bring him back again?
I shall go to him, but he shall not return to me."
David was confident His little one would be there in Eternity when David passed into Eternity..
