    That passage is rendered in different ways in different translations. The NIV puts the reconstruction in a separate sentence. Jerusalem was indeed rebuilt in troubled times; the story is recorded in Nehemiah.

    Logically, it most certainly does, as something cannot be “at hand” if it does not already exist. Further, Jesus’ challenge in Luke 11:20 clearly shows that the kingdom had already come.
