never thought about this question before - it is a very difficult question and it will be very-clumsy, at best and - just quoting Scripture will not suffice.
Evil cannot exist without-first, that it is defined. Human authorities write their own laws which may or may-not respect Divine LAW. In "first things first," - it stands-to-reason that satan's existence and attributes matters not until all agree upon The Existence of THE SUPREME SOVEREIGN of This Universe. If HE Does Not Exist then - neither does satan.
From The Foundation, before Adam was, before this Earth was - HE Purposed The Futuristic Advent of The New Jerusalem and The New Earth. The New Earth will-be where "the few," who proved to Truly be saved - will live in Eternity, with no more tears nor heartaches!!! The vehicle HE Purposed to-bring Eternity to fruition is HIS Chosen race i.e. The Racial House of Jacob-Israel, from Genesis to Revelations. It is HIS Use of HIS Own people that HE Returns Warfare to satan that satan is waging against HIS WORD.
