Correct, and here is the "more fully" of the NT. Interestingly, it is exactly similar there to what was declared in Eze. Observe the "I will(s)", the "will I(s)" of the New Covenant; also, the "he hath consecrated for us" which pertains to the new covenant itself. It was all unilaterally achieved/accomplished by God; not one single iota nor stipulation of it by man.
