Fort Huachuca is the military base where key suspects/figures were allegedly seen, and later denied being there, but their alibis all fell through or were lies. I understand "wuka" is a military term used on the base for some sort of rigorous training exercise. Without further ado, I link you - "Doing the Wuka at Fort Huachuca".
