Gen 9:14 And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud:
Gen 9:15 And I will remember my covenant, which is between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh.
Gen 9:16 And the bow shall be in the cloud; and I will look upon it, that I may remember the everlasting covenant between God and every living creature of all flesh that is upon the earth.
Also rainbows came in to being at this time,and not before.
Then the LORD answered Job out of the whirlwind, and said,
2 Who is this that darkeneth counsel by words without knowledge?
3 Gird up now thy loins like a man; for I will demand of thee, and answer thou me.

Where wast thou when I laid the foundations of the earth? declare, if thou hast understanding.
5 Who hath laid the measures thereof, if thou knowest? or who hath stretched the line upon it?
6 Whereupon are the foundations thereof fastened? or who laid the corner stone thereof;
7 When the morning stars sang together, and all the sons of God shouted for joy?
8 Or who shut up the sea with doors, when it brake forth, as if it had issued out of the womb?

When I made the cloud the garment thereof, and thick darkness a swaddlingband for it,
Job 38:1-9
The cloud, or body of gas that covers the earth like a garment is the atmosphere.
It was the firmament in the midst of the the frozen waters that covered the entire face of the Earth in Genesis 1:2
Since the bow (arch or curve) in the atmosphere is due to the earth being a sphere, which the reason it is written that when "the LORD looks upon it" he would remember that he would not strive with man whose days are 120 years.
