Jesus speaks of those who havent counted the cost setting out to build a tower
Luke 14:28 For which of you, intending to build a tower, sitteth not down first, and counteth the cost, whether he have sufficient to finish it?
Luke 14:29 Lest haply, after he hath laid the foundation, and is not able to finish it, all that behold it begin to mock him,
Luke 14:30 Saying, This man began to build, and was not able to finish.
I see people mentioned as laughing at the guy, or rather mocking moreso. That guy didnt sit down and plan things out at all.
Then here Edom makes plans and God will throw down what they undertake to build
Mal 1:4 Whereas Edom saith,
We are impoverished, but we will return and build the desolate places;
thus saith the LORD of hosts, They shall build, but I will throw down; and they shall call them, The border of wickedness, and, The people against whom the LORD hath indignation for ever.
Although in that he isnt laughing, although here (and a couple of other places) its like an appointment (to be laughed at)
Isaiah 32:22 This is the word which the LORD hath spoken concerning him; The virgin, the daughter of Zion, hath despised thee, and laughed thee to scorn; the daughter of Jerusalem hath shaken her head at thee.
I see despised and laughed to scorn are used together or laughing and had in derision (in that sense)
Jesus despised of men, and laughed to scorn also
Mat 9:24 He said unto them, Give place: for the maid is not dead, but sleepeth.
And they laughed him to scorn. (Mark 5:40, Luke 8:53)

Ezekiel 23:32 Thus saith the Lord GOD; Thou shalt drink of thy sister's cup deep and large:
thou shalt be laughed to scorn and had in derision; it containeth much.
That wouldnt be humor though. Jesting in scripture is humor, where it says to put off such things
Ephes 5:4 Neither filthiness, nor foolish talking, nor jesting, which are not convenient: but rather giving of thanks.

Yes he does!! I wanted 4 kids to make things even....God laughed and said, "watch this!" Yup, twins!!! 
I actually read the OP wrong I thought he was asking after the scripture when he was just asking what we think, not necessarily what the scripture shows.

There would be no such thing as humour if God didn't have it to begin with. He's the Author, Architect, Artist of our lives. He created the heavens and the earth and everything in them. And males and females - all of humanity, are made in His image. Therefore, we reflect something of who God is. That includes having the ability to have a sense of humour.

One humorous thing: that He made that miracle tree for Jonah and then sends a worm and the way it is described, totally funny.
He uses humor here to teach him something very important.
He actually makes fun of his depression, sends an easter wind, this is almost John Cleese humor.

Yeah but..... after we are born again He gives us the capacity to see things like He does. I've sure laughed a lot more since being saved than I ever did before that. Before being saved when I laughed it was like this happiness is not going to last, it ends like everything else on earth. It was very depressing to not have anything that lasted forever.
It's not foolish jesting when we laugh at things that are funny. It's actually very spiritual!! Just like anything we do as Christians can be as unto the Lord. Doing dishes., vacuuming., going to work...etc...
There can be joy and happiness and even fun in all things and they are from God so they last forever.
When we laugh or are sarcastic at someone elses expense that is always wrong. 'Course' jesting is ugly. But when the Spirit leads us it is pure joy just like the verses say.
So I think we should regularly engage in having a sense of humor and laughing whenever we can.

Oh., and another thought., what do the unsaved see when Christians are sour and of a bad, sad, depressed disposition? (baptized in lemon juice) No sense of humor., NO laughing., NO joking.
Someone who goes around like Eyore (the donkey on Winnie the Pooh) always looking and talking about the glass have empty instead of the glass almost full? How are we supposed to be encouraging people to "come and see that the Lord is good" when we are sour and mean and depressed and hopeless and the Lord sure doesn't look very good on us? They for sure are saying "If that is what happens to you when you find Jesus....noooo thanks" not very attractive.
It was a sad reality to come to when thinking what kind of a life were people seeing when they saw mine? And how come I was not joyful but sad, angry and depressed all the time? Did I have it right about the Lord? Got all the doctrines and did all the Christian "things" What was missing?
How come I'm not joyful inside and must fake it so not to bring others down? How do/can Christians be joyful in this world not only when good things are happening but when bad things happen and there are losses?
And since the Bible says "Why so downcast O my soul, put your hope in God." than I must not have been doing it right. It was a revelation of God's grace that taught me. No more condemnation for when there have been mess ups and wrong choices that could not be fixed and caused lots of sadness and hopelessness.
There is grace to lift the believer out of the hopelessness of life. It really will teach the believer how to live. No more cycling up the guilt and remorse every time an attempt was made to follow Christ. Instead- the answer was to recieve the gift of no condemnation through the grace freely given.
Titus 2:11-13 For the grace of God has appeared, bringing salvation to all men,
instructing us to deny ungodliness and worldly desires and to live sensibly, righteously and godly in the present age.
looking for the blessed hope and the appearing of the glory of our great God and Savior, Christ Jesus.
It's no longer about shouldA -- wouldA ---- couldA. It's about being here, now and giving up our way for His way. Accepting grace for our failures and grace for moving forward and there is great hope for tomorrow!

Just to finish... Philippians 3:10-15 Amplified Bible (wordy)
For my determined purpose is that I may know Him that I may progressively become more deeply and intimately acquainted with Him, perceiving and recognizing and understanding the wonders of His Person more strongly and more clearly, and that I may in that same way come to know the power out flowing from His resurrection which it exerts over believers, and that I may so share His sufferings as to be continually transformed in spirit into His likeness even to His death in the hope.
That if possible I may attain to the spiritual and moral resurrection that lifts me out from amoung the dead even while in the body.
Not that i have now attained this ideal, or have already been made perfect, but I press on to lay hold of, grasp and make my own that for which Christ Jesus the Messiah has laid hold of me and made me His own.
I do not consider, brethren, that I have captured and made it my own yet; but one thing I do ...it is my one aspiration; forgetting what lies behind and straining forward to what lies ahead.
I press on toward the goal to win the supreme and heavenly prize to which God in Christ Jesus is calling us upward.
So the calling is to KNOW HIM. It is not easy to change., it is painful but it later yields the peaceable fruits of righteousness. Our 'suffering' to be transformed is about being less like us and more like Him.
It does not always and necessarily mean going to the jungle and being killed by cannibals for the Gospel like soooo many Christians assume. That is not what it means all the time. It's much less dramatic than that. And we can do it in our living rooms.
For us it's a daily learning to be who we are IN Christ. It is not easy to trust to let go of our (familiar); so to take on something new. Faith is a learning how to be who we are now and to but behind us who we were before when we yielded to the flesh in such things as temper., anger, depression. selfishness....... How great it is to access the peaceable fruits of His righteousness so we can also give out peaceable fruits of the Spirit in our lives.
