I believe that the Father and Holy Spirit are one. If I were in your shoes, I might ask the Lord if I could get to know him better. He might suggest I dedicate myself to prayer. That was Paul's instruction (1 Thess 5:17).

Have a mature Christian lay hands on you and pray for you to receive the Holy Spirit and then open your mouth and speak in tongues. You might feel like you don't know how to, but that is okay. Just give it a try. 
In the book of Acts it talks about how people received the Holy Spirit through the laying on of hands and they spoke in tongues and prophesied.
