If being born of water is flesh, and everyone is already born in flesh, why does Jesus imply that
people must born of water again?

Good call!

John 3:3 . . Jesus answered and said to him: Truly, truly, I say to you
unless one is born again, he cannot see the kingdom of God.

The Greek word translated "again" basically means from above. In other
words: the born-again process is a miraculous work as opposed to the
process of one's first birth which is a natural work.

* If perchance numbers of folks are waiting to undergo a birth from above in
the next life, they are setting themselves up for disappointment because this
life is where we're supposed to pick it up instead of the next.

John 3:12 . . I have spoken to you of earthly things and you do not
believe; how then will you believe if I speak of heavenly things?
