I suspect that Iran, Russia and China have prepared for the eventuality of being defeated in Ukraine, Gaza, Lebanon, Syria, Yemen, Iran, and Taiwan.
It would take 100 well trained military aged men to take out the entire electric grid of the US. They would not need to smuggle anything into the US but might need to buy some weapons, and make some C4 and pipe bombs.
However, you would want some redundancy so 200 men would be far more likely to be successful and 500 men would be very close to a sure thing. Especially with ICE trying to round them up.

I'll assume here that you are arguing terrorism as being a way of "life," generated out of necessity, as the old saying goes, invention is born of necessity. This is in reply 6 pages deep from the most current comments so I might have to catch up on some things. But, idk, terrorism might be the 'best' choice since it just picks off women and children one by one, small groups at a time let's say, a couple people enjoying a cup of coffee and a somebody walking their dog would just be an extra bonus.
