Is a legal ceremony required for a marriage in God's eyes?

I would state it would be considered a marriage, Adam and Eve had no human witnesses only God.

Correct, there were no people yet. But Jesus says in multiple places that the Spirit bears witness for Him. So God's being does count as multiple witnesses... But if there are people present, and you refuse to confess the union before them, this is treated as denial. At least what I concluded... Like if a man is trapped solitary on an island, it is not required to confess Christ to anyone to be accepted by Christ because there are no people available.
