Is a legal ceremony required for a marriage in God's eyes?

We are in covenant with God. Marriage is also a covenant, which the Bible teaches is modeled exactly after Christ's covenant with humanity (church). This verse tells us that covenant must have full recognition of both sides to be valid. Witnesses are required. I'd argue based on this, that when people avoid to fully recognize their marriage before men, then this "marriage" is not valid at all by God's definition, and considered fornication.
I would state it would be considered a marriage, Adam and Eve had no human witnesses only God.

Correct, there were no people yet. But Jesus says in multiple places that the Spirit bears witness for Him. So God's being does count as multiple witnesses... But if there are people present, and you refuse to confess the union before them, this is treated as denial. At least what I concluded... Like if a man is trapped solitary on an island, it is not required to confess Christ to anyone to be accepted by Christ because there are no people available.

I prayed and asked God to marry Tourist and I on October 4th 2014 our legal wedding was November 27th 2014. I felt married on October 4th and have remained faithful since that day.
I pray each day to be a faithful husband since day one.

I’m not in support of it lol, it’s just something that puzzles me. Almost every biblical figure in the Old Testament had multiple wife’s, concubines, handmaids, etc. In fact, I can’t think of one that didn’t.
Joseph did not, daniel did not
