You don't know what you are talking about. The intelligence community had already done 15 reports on this question concluding that Russia was not involved and could not be involved. Obama ordered a revision to the report to be done which concluded the opposite. By all accounts it is the least credible of the 16 reports. Obama then declassified the least credible report and only that report giving the false impression that the intelligence community was agreed on this conclusion when in reality the opposite was true.
The issue is not whether someone suggested that there might have been Russian collusion, nor is the issue that they investigated it. The issue is that this report seems to be a complete fabrication, that it was ordered by Obama despite the intelligence community already having done 15 previous investigations debunking the assertion and then Obama declassified the one bogus report while leaving the other 15 classified so that there was a false perception that the intelligence community had come to this conclusion which was a bald faced lie. He released this report after Trump had already been elected giving the media a fig leaf they could hide behind as they attacked the Trump administration with this lie which had Obama's seal of approval. This then became the basis for Trump's first impeachment, which if successful would have removed a sitting president based on a fabricated lie that Obama pushed, that by definition is a coup.
If Obama had released all 16 reports he could claim he was being transparent and that he simply wanted to put the concerns to rest. But by only releasing one and keeping 15 classified he put his seal of approval on that one. He is guilty of being the source of this lie which undermined the President of the US for a year. This is not trivial as the reason Trump was impeached the first time had to do with this assertion of foreign interference in the Whitehouse. Had he been removed it would have been a coup and the source of the lie came from Obama. However, Obama did this as President and I don't know if the DOJ has jurisdiction on prosecuting a president for crimes committed while in office. I think the Supreme Court has already ruled they don't. Therefore if Obama is going to be prosecuted, I think it would have to be for treason by a military tribunal.
