hospitality, courtesy, honor and cleanliness.
 
Yes i think Japanese culture has High stadards in the areas that you bring up.. The exception being Hospitality..

Genuine hospitality needs a sense of genuine care and friendly disposition towards strangers or outsiders..

Japanese are often insular and cold towards outsiders..

But they are very courteous because that is their culture.

Yes. And I will explain why I think so later. Heres 2 hints: zen and war.
 
I have even had Japanese students in my home and what I really object to is their culture's tendency to not being truthful. I would rather have honesty over courtesy.
