You need to download the appropriate app to access the chat rooms. These are the forums, and yes, replying to a thread is a form of chatting. 
There is the forums where you just posted this thread, and there is live chat which you need to download an app to access. The links are at the top of the main log in page. Currently we only have apps available for Windows, Android, and Mac systems. We haven't been able to develop an app for IOS yet.
