Two things:

1) "the wind bloweth where it listeth" (pleasure, inclination, suits, likes) is the sovereignty of God the Holy Spirit in the new birth, based only on the pleasure and will of God (Eph 1:5).

2) "you hear the sound thereof, but cannot tell" - the operations, manner and methods of the Holy Spirit are secret and hidden, but they are known, nevertheless, by their effects
