The scholarly consensus is that much of Isaiah 1–39 can be referred to the eighth-century Isaiah of Jerusalem with all of it relevant to that period.
Chapters 1-39 in the Book of Isaiah deal primarily with Judah and Jerusalem at a time when the city was still standing and when the southern kingdom was threatened with invasion by the Assyrians.
(Note: a careful reading reveals that the prophet Isaiah did not write all of the first thirty-nine chapters. Ample evidence indicates the work of several different authors. The editors who assembled the entire collection of manuscripts placed them all under the name of Isaiah because they were quite certain of those materials that belonged to him, and putting them all together indicated their location in the sacred writings rather than precise authorship of each part).
Though the oracles in Chapters 1-35 are not always in chronological order, most of them are authentic oracles of Proto-Isaiah. Chapters 1 to 12 are oracles concerning Judah and Jerusalem in antiquity.
After an introduction there are various oracles on the moral degeneration of the people and their religious hypocrisy, with warnings of punishment and destruction, including the beautiful parable of the desolate vineyard of Israel.
In Chapters 1-39, Isaiah points out the sins of both North and South Kingdoms. He then declares severe punishment to them and all the neighboring nations around them, “Wash yourselves, make yourselves clean; Remove the evil of your deeds from My sight Cease to do evil” (1:16). He proclaims great hope of the coming Savior, “Therefore the Lord Himself will give you a sign: Behold, a virgin will be with child and bear a son, and she will call His name Immanuel” (7:14), this passage was fulfilled in Matthew 1:22-24, in the New Testament.
The prophecies were fulfilled in antiquity. Isaiah 1 is NOT a modern prophecy to the present world population that God's going to wipe out the modern state of Israel (which has been resurrected as per His will and promise) and everyone in the world who supports the modern state of Israel too.
Your assertion is COMPLETELY false and reveals that you are fundamentally ignorant with respect to the Book of Isaiah. I'm a straight A M.Div. and you've just blundered really badly with Isaiah 1.
There's plenty of unfulfilled prophecy relevant for our present historical period that speak of judgment and calamity, that's just not one of them.

On the Bible, I don't know of much "scholarly consensus." There is much scholarly nonsensus, not to mention brass-knuckles quarreling.
"Relevant" is an ambiguous term. All of Isaiah is relevant, and always has been. Actually there is some striking Messianic prophecy there which was not fulfilled in VIII BC.
For those who don't know it, it has been somewhat popular to speak of the OT & NT of Isaiah, as it has 66 chapters (cf. 66 books of the Bible) ch 1-39 = the OT of Isaiah, 40-66 = the NT of Isaiah. If you start reading at 40 you see the support for this POV.

Beyond astonishing that some Christians think it is mere coinccidence that Jews are back in THE land, CALLED ISRAEL! What difference does it make how many Jews are atheist? Israel always had a good chunk of it's population that were not faithful to God. But it also always had a remnant that were faithful, and the same holds true today. How is it even concievable to believe they are there but for any reason that God ordained it?
