Filipinos have an advantage. You speak a Western language with the Latin alphabet. America kept you as a protectorate after our brief, stupid war with the Spanish.
Koreans are also pretty solid if you go by percentage of the population.
Many Chinese do well, but I'll bet it's a pretty small share of them.

The Chinese population of Singapore are on average the best speakers of English in the Chinese world..
Of the three you mentioned.. I would say Filipinos are on average better because of their long history with the USA..
I grew up in the US... I can understand filipinos just fine (maybe because I am one)... I used to work with two korean pharmacists and their english was perfect, no problem understanding them.... I often have trouble understanding chinese folks if they have a heavy accent.

Some of the most terrible English speakers come from parts of Britain.. There are a number of different accents in the UK.. Some are so bad they should be defined as a different dialects..
American English is, in some ways, more like old English. British English (and the accent) developed/changed faster after the immigration waves to our shores.
You see the same phenomenon in Quebec where, I'm told, they speak a more primitive form of French. It's actually evident in their curse words which reference certain bits of Catholic iconography. Those curses were prevalent in France, but the Revolution and the march of time gut them out of popular speech.

I am pretty good with understanding accents. Yesterday, it sounded to me like Meghan Markel had adopted a lot of Canadian in her accent, from filming in Toronto so long.
My son lived in Hong Kong last season. He coaches hockey schools there, as well as in Beijing and Singapore. Plus, he has a close friend he played pro with, who went to coach hockey in Korea, and he became a Korean citizen and played for them in the Olympics this year. My son says he hasn't had to learn any Chinese, because they all speak Englsh well.
As for Quebec - horrible accent. My grandmother immigrated from France. She wouldn't stay in Quebec, the accent was so bad. But, Moncton, New Brunswick, the worst patois, ever! I literally could not understand a single word. I talked to a man who came from France to teach in the French university, and they couldn't understand him, and he couldn't understand them. He ended up teaching the course in English, which they could communicate in.
I've had lots of close Filipino friends. Most of them spoke various dialects, but Englsh was almost a first language with a distinctive accent. Not difficult to understand them at all.

Oooooo. Good point. It's not unreasonable to think Hong Kong would be #1 given its history.
