I would say the Lord has a plan for each one of us.
Sometimes he will use one person to teach something to another person, I believe.

A child sees a cookie jar and decides he wants to eat all the cookies. Their parent knows this is not good for the child for various reasons, so the parent steps in and forbids it. The parent dictates how often and how many cookies the child eats. The child does not understand and simply wants what they want without condition or limit.
But we know the reasons, as adults. Because we have foresight and understanding. We know in advance the consequences, even if the child can't understand.
God is the same way. He directs our lives in the way that is best for us, even if we can't understand what those reasons are.
This same principle applies to the people in our lives, or it can. Some people may be there to test us, others to encourage, or teach. Or a number of other reasons.
But some may be there because of the choices we make. If we choose to not follow God's path, and instead follow our own, then we create the opportunity for the wrong people to enter our lives. Which God can't be blamed for if we are unhappy with this person.
