The gift of tongues was necassary for the apostles to be able to preach the gospel to all the people who spoke other languages. It wasn’t just incoherent babbling they were speaking the gospel to the crowd and everyone was hearing it …..in thier own native language it’s a ministry gift essential for speaking the gospel to others of a different language is my point.

According to Paul, spiritual gifts flow from those who already have the Spirit dwelling within. A message spoken in an unknown tongue required someone operating in the gift of interpretation to present the message in the known language of a group. "If any man speak in an unknown tongue, let it be by two, or at the most by three, and that by course; and let one interpret. But if there be no interpreter, let him keep silence in the church; and let him speak to himself, and to God." This was not what was going on at Pentecost. The only plausible explanation is God. was the interpreter, He gave understanding to those present. Those who HEARD what was said in their language were not even filled with the Holy Spirit yet.
Keep in mind, the word reveals understanding comes through rightly dividing with word of truth.
