The only plausible explanation for why you dig this tiny, dirty, hidden tunnel from one of your buildings to another building that you go to is because you don't want people to see you entering or leaving. We aren't talking about a legitimate building permit.
Nor are we talking about some old "underground railway" to ferry runaway slaves. If that were the case they could get a historic marker.
We have tunnels under our Southern border that Cartels use to bring drugs across the border.
But whatever it is you are moving something underground so that it is not seen above ground, you don't have a building permit because you don't want the government to know about it and should the tunnel be found you don't want to be connected to it.
The one interesting take away from this Jimmy Dore show is that this guy said all these men are training to become rabbis but only about 1 or 2% of them will succeed. Those who don't are then dumped into some Jewish run trade where they have very few skills. In other words this school has a very hard time finding legitimate work for 99% of their students.
