You're right about the confidence part, though- from what I understand, they aren't even going to bother to tap the strategic oil reserve.

He was obviously talking about the regime; he immediately went on to talk about the "regime" and not librarians and schoolchildren.
It seems probable to me at this point that there is already a plan in place for after the fall of the regime; but they're not telling anybody in order to kind of downplay US control-freak-ism in the situation.
He knows how inflammatory that speech was and how offensive it is. If he was twenty maybe you could give him a pass, but he knew exactly what he was saying and how it would be received.
