Isaiah is saying there will be another divine recovery of Israel, but this time from a much wider dispersion: Assyria, Egypt, Pathros, Cush, Elam, Shinar, Hamath, and “the islands/coastlands of the sea.”“the Lord shall set his hand again the second time to recover the remnant of his people…”
That sounds like a reunited all-Israel restoration, not merely the post-Babylonian Judahite return.“the outcasts of Israel”

“the dispersed of Judah”
