All Apple mobile devices run on the same operating system whether it is IPhone or IPad. A quick perusal of the suggestions forum would show you that this has been suggested (literally) dozens of times over the years. I think it's safe to say that it isn't going to happen and my guess as to why is that (more than likely) it has more to do with Apple than us.
