I don't know if this will help anyone, but:
I rarely ever use a debit card. Credit cards have many more protections and allow you to dispute charges -- with a debit card, once the money is gone, it's pretty much impossible to get back. But in the rare cases I do need cash, I have an emergency debit card. I might be misunderstanding but I think if you try to get cash back with a credit card, they will start charging interest immediately (because it's a loan from the company,) whereas with a debit card, you're withdrawing your own money, so there aren't any interest charges.
If I need cash, I get it by making a purchase on something I already need, then use my debit card to get cash back from a store instead of an ATM. Of course this isn't foolproof, as skimmers have been found on store machines as well, but it feels a lot safer to me than an ATM that stands abandoned all night with open access.
However, all the stores I regularly go to now are charging fees for cash back, even with a purchase, except for Walmart -- so that's where I go if I need cash.
The one drawback for some is that I know some cards/accounts will refund your ATM fees, and I'm guessing they won't reimburse cash back fees from stores, but, I could be wrong.
