The Bible does present the Ten Commandments as the covenant itself. In Exodus 34:28, it is written:

"So he was there with the Lord forty days and forty nights; he neither ate bread nor drank water. And He wrote on the tablets the words of the covenant, the Ten Commandments."

"So He declared to you His covenant which He commanded you to perform, the Ten Commandments; and He wrote them on two tablets of stone
(Deuteronomy 4:13, NKJV)

This clearly states that the Ten Commandments are the covenant. When we look at Jeremiah 31:31-33, we see God speaking of a new covenant, but notice what He says:

"Behold, the days are coming, says the Lord, when I will make a new covenant with the house of Israel and with the house of Judah not according to the covenant that I made with their fathers in the day that I took them by the hand to lead them out of the land of Egypt, My covenant which they broke, though I was a husband to them, says the Lord.
But this is the covenant that I will make with the house of Israel after those days, says the Lord: I will put My law in their minds, and write it on their hearts; and I will be their God, and they shall be My people."

This passage does not say the law itself would change. Instead, it tells us that the ten commandments that are the covenant instead of being written on stone tablets, would be written in our hearts and minds. That means the law remains the same, but its place changes, from external tablets to internal conviction. This is why we see in the Gospels of John, Matthew, Luke and Mark, Jesus teaching the commandments and magnifying them.

Now, let's connect this with the Ark of the Covenant. In Deuteronomy 10:1-5, God commanded Moses to place the two tablets of the Ten Commandments inside the Ark:

"At that time the Lord said to me, ‘Hew for yourself two tablets of stone like the first, and come up to Me on the mountain, and make yourself an ark of wood... Then I turned and came down from the mountain, and put the tablets in the ark which I had made; and there they are, just as the Lord commanded me.’"

This shows the special place of the Ten Commandments, inside the Ark, symbolizing their central role in the covenant. But what about the rest of the law? In Deuteronomy 31:24-26, Moses wrote the book of the law and placed it beside the Ark:

"So it was, when Moses had completed writing the words of this law in a book, when they were finished, that Moses commanded the Levites, who bore the ark of the covenant of the Lord, saying: ‘Take this Book of the Law, and put it beside the ark of the covenant of the Lord your God, that it may be there as a witness against you.’”

This distinction is important. The Ten Commandments being described clearly as the Covenant were placed inside the Ark of the Covenant, showing their eternal, unchanging nature as the foundation of the covenant. The rest of the law was placed beside the Ark, acting as a witness.

Now, when Jeremiah speaks of the law being written in our hearts, he is speaking of the same law, the Ten Commandments. The "new" part of the covenant is not that the law changes but that God Himself ensures it is within us, guiding us from within rather than being an external set of rules. This aligns perfectly with how Jesus upheld and fulfilled the law, always pointing back to love for God and neighbor as the foundation of obedience (Matthew 22:36-40).

So, the New Covenant is not about replacing the Ten Commandments but about making them part of who we are.

Blessings
the Ten Commandments is not the covenant. it is the Law . Which all have broken and requires atonement. That why one sacrifices to God. Yet Abraham Contract with God is one over everlasting. Which was before the Law of Moses. If there is a new Covenant then it has to be in the blood and body of Jesus as he said would it not?

The Ten Commandments Are Called "the Covenant"

Deuteronomy 4:12–13

"And the LORD spake unto you out of the midst of the fire... And he declared unto you his covenant, which he commanded you to perform, even ten commandments; and he wrote them upon two tables of stone."
This is perhaps the most explicit verse — God's covenant is directly identified as "ten commandments," written in stone.

Exodus 34:28

"And he was there with the LORD forty days and forty nights; he did neither eat bread, nor drink water. And he wrote upon the tables the words of the covenant, the ten commandments."
Deuteronomy 9:9, 11

"...in the mount... tables of stone, even the tables of the covenant which the LORD made with you..." (v.9, paraphrased; see the full verse) "...the tables of the covenant, even the ten commandments." (v.11 in context)
1 Kings 8:9 / 2 Chronicles 5:10

"There was nothing in the ark save the two tables of stone, which Moses put there at Horeb, when the LORD made a covenant with the children of Israel..."
The tables inside the ark are repeatedly called "the tables of the covenant."

What Was in the Ark — Evidence of Its Nature

Hebrews 9:4

"...the ark of the covenant overlaid round about with gold, wherein was the golden pot that had manna, and Aaron's rod that budded, and the tables of the covenant."
Only the Ten Commandments were placed inside the ark, beneath the mercy seat — itself called "the ark of the testament/covenant" (Exodus 25:16, 21; 31:18 — "tables of testimony").

The Law Is Distinct from the Ceremonial Law

Those who hold this position distinguish the moral law (written by God's finger in stone, placed in the ark) from the law of Moses (written by Moses in a book, placed beside the ark):

Deuteronomy 31:24–26

"And it came to pass, when Moses had made an end of writing the words of this law in a book, until they were finished, That Moses commanded the Levites... Take this book of the law, and put it in the side of the ark of the covenant of the LORD your God, that it may be there for a witness against thee."
The book of the law rested beside the ark; the Ten Commandments were inside it (Deuteronomy 10:5).

Exodus 31:18 — "two tables of testimony, tables of stone, written with the finger of God." Contrast Deuteronomy 31:9 — "And Moses wrote this law."

The Law's Perpetuity

Psalm 111:7–8

"The works of his hands are verity and judgment; all his commandments are sure. They stand fast for ever and ever, and are done in truth and uprightness."
Matthew 5:17–19

"Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil. For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled."
Romans 3:31

"Do we then make void the law through faith? God forbid: yea, we establish the law."

The Sabbath as the Covenant Sign

Exodus 31:16–17

"Wherefore the children of Israel shall keep the sabbath, to observe the sabbath throughout their generations, for a perpetual covenant. It is a sign between me and the children of Israel for ever..."

Interpretive Note

Scholars outside this tradition typically counter that the "old covenant" of Hebrews 8:13 has been superseded, and that Paul's statements in Romans 7, Galatians 3, and Colossians 2:14–16 refer to the whole Sinaitic covenant including the Decalogue. The strength of the position above lies in the plain identification in Deuteronomy 4:13 and Exodus 34:28 — where "covenant" and "ten commandments" are used interchangeably — and in the consistent physical distinction between what God wrote in stone versus what Moses wrote in a book.

No I can't by my own power keep the Law. There is only one who did. " Jesus" ... And by God's Good Grace, ... by my Believing and Following Jesus in ALL things, He Will transform me into having a character like His, and by having the Righteousness of Christ, I will be judged a Child of God and fit for heaven... I Pray !!

Matthew 5:48, "Be perfect, therefore, as your heavenly Father is perfect."

1 Peter 1:16 states, "Because it is written, Be ye holy; for I am holy."

"By beholding we become changed"
2 Corinthians 3:18

Gal 2:19-20 For I through the law am dead to the law, that I might live unto God. I am crucified with Christ: nevertheless I live; yet not I, but Christ liveth in me: and the life which I now live in the flesh I live by the faith of the Son of God, who loved me, and gave himself for me.

Be perfect is a call to godliness, something expected of those living in God. We're saved through Jesus and kept so even though we fail Him and fall short, but the call to do our best through the Spirit still stands and those who love Him will endeavour to do so.

Yes ! "Perfect" .... In Christ ! Having His Righteousness, ... His Perfect Keeping of "The Law" ... Complete obedience to The Father's Will ... His Character ... Exemplifying the Law of His Kingdom which Satan rebelled against and was thrown out. Now we are given the CHOICE of which Character WE choose to obey and follow, manifesting .... to God and our neighbors. Matthew 22:37-40 .... "LOVE" !!

So ! Wisely ! "choose for yourselves this day whom you will serve..." Joshua 24:15,

Satan and his rebellious nature to The Law of God .... OR God and His Law of LOVE ...To be able to Return to Eden, Heaven, ..Hallelujah !!!
" "as for me and my house, we will serve the Lord" Joshua 24:15.

The law identifies sin. Jesus saves us from our sins, but “we have all sinned and come short of the glory of God”. I need my Savior every day.

[1Jo 1:8-10 KJV] – 8 If we say that we have no sin, we deceive ourselves, and the truth is not in us. 9 If we confess our sins, he is faithful and just to forgive us [our] sins, and to cleanse us from all unrighteousness. 10 If we say that we have not sinned, we make him a liar, and his word is not in us.

The LORD finished the creation with the seventh day, a day set aside for communion with Jesus.

[Gen 2:2-3 KJV] – 2 And on the seventh day God ended his work which he had made; and he rested on the seventh day from all his work which he had made. 3 And God blessed the seventh day, and sanctified it: because that in it he had rested from all his work which God created and made.

... and having the Perfect Righteousness of Christ ... IN US !! We will honor and Love God, as Jesus honored and obeyed the Father by keeping His Seventh Day Sabbath, as Jesus did ... by not sinning .. keeping ALL Ten Commandments... to the best of our abilities ... by God's Grace, the Power of His Holy Spirit.

Interpretation???? I agree with you. There is a difference the laws.

There are many covenants in the old testament.

The old covenant that is past away in Hebs 8 can not be the 10..

Because the 10 commandments are not faulty.
Heb 8:7 For if that first covenant had been faultless, then should no place have been sought for the second.

But this covenant was faulty. The covenant was the agreement made by the people to obey the laws of God.

They failed before Moses even got off the mountain..

The New covenant is based on better promises.... Heb 8:10-12

. I will put my laws into their mind, and write them in their hearts: and
. I will be to them a God, and they shall be to me a people:
. for all shall know me, from the least to the greatest.
. For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.

Spiritually brilliant, and a great blessing for all who read and understand, amen.

[Gen 2:2-3 KJV] – 2 And on the seventh day God ended his work which he had made; and he rested on the seventh day from all his work which he had made. 3 And God blessed the seventh day, and sanctified it: because that in it he had rested from all his work which God created and made.
Wonderful, wonderful, now if all would pay attention to our Father. That change was but a big boost to the apostasy which had already been in full swing.

I almost forgot; bear in mind our Savior informs us, I and the Father are One, and amen.
